How do I install open source ATI drivers for Ubuntu 9.04?

I’m currently using Ubuntu 9.04 and the proprietary drivers fglrx does not work with my ATI Radeon Mobility x700. I need ATI Catalyst 9.3 but Ubuntu 9.04 is not compatible with it. It is only compatible with 9.4. So I was reading in the forum, and someone said installing open source ati drivers would be best. But how do you exactly do that?
