There are several ways:
1. If you are a professional, you can use Adobe Flash MX.
2. If you are not a professional, make it with Microsoft Power Point or Mac’s Key Note. Then, when saving, click on "save as…" and instead of saving as a ppt or pptx or keynote file, save it as a movie file, such as mov, avi, mpg, or mp4. You may also want to change the timing between each frame.
